Canadians who got the first dose of AstraZeneca and haven’t yet gotten a second dose should choose an mRNA vaccine for their second shot. That’s the latest recommendation from the National Advisory Council on Immunization (NACI) that came down Thursday. The preference for mRNA second shots is because there’s now an abundance of Pfizer and Moderna in Canada, and research suggests mixing the shots could yield a better immune response. Using an mRNA second dose also minimizes the risk of rare but dangerous blood clots known as VITT that are associated with viral vector vaccines. Dr. Theresa Tam, Canada’s Chief Public Health Officer, said she wants people who got two shots of AstraZeneca to rest assured they made the right choice. NATO leaders, who are gathering at a summit meeting on Monday, have usually gone out of their way to adjust to the strategic priorities of the group’s most powerful member, the United States. But the issue of China is more problematic because NATO is a regional military alliance of Europe and North America. Its main concern remains a newly aggressive Russia — not distant China. China is expanding military exercises with Russia, sending its ships into the Mediterranean. It also has a base in Africa. So it has gotten NATO’s attention. But NATO member states from Central and Eastern Europe, as well as Germany, are concerned that a new concentration on China will divert alliance attention and resources from the problem closer to home.

With great wealth comes political power, and the intricacies of the tax code are the place where that power is wielded most efficiently. The president and many liberal Democrats spy an opportunity. About three in five Americans have expressed support for higher taxes on corporations and the wealthy to pay for infrastructure projects and climate action, according to a range of recent polls. That includes a solid majority of independents. This helps explain why raising taxes on the rich was such a prominent issue on the campaign trail, particularly during the Democratic primary, when progressives like Senators Elizabeth Warren and Bernie Sanders pushed for an extensive tax overhaul. As president, Mr. Biden has embraced many of their goals. Still, like so many items on his agenda, those proposals are staunchly opposed by most Republican lawmakers. So it doesn’t help Mr. Biden that the most conservative Democratic senator, Joe Manchin III of West Virginia, is dead set on finding bipar
